Addressed to Colonial Office No. 255 repeated to
British Ambassador Tokio No.69 and British Ambassador Shanghai
No.96 Secret.
It would help me and the General Officer Commanding
very much if important diplomatic telegraphic correspondence
between the Foreign Office and Ambassadors at Tokio and Shanghai
should be repeated to me. You will appreciate that defence
measures taken here must correspond with the Japanese attitude
from time to time and there seems to be little stability in
that attitude.
